Effective immediately (April 16), Hongkong Post has announced the suspension of surface postal items containing goods destined for the United States.
In an official statement, Hongkong Post explained:
"The Government of the United States announced earlier that it would eliminate duty-free de minimis treatment for postal items dispatched from Hong Kong bongdaso the U.S. and impose higher tariffs on goods starting May 2. These measures are unreasonable and constitute abusive and bullying tactics. Hongkong Post will not collect any so-called tariffs on behalf of the U.S. and has decided bongdaso suspend the acceptance of postal items containing goods destined for the U.S."
The changes follow theApril 2, 2025, announcement by the U.S. administration that imports from China and Hong Kong under the de minimis threshold (valued at less than 0) will now be subject bongdaso a30% ad valorem dutyor a flat fee of per postal item, increasing bongdaso per itemas ofJune 1, 2025.
Return and Refund Procedures for Surface Postal Items
For senders who have already posted surface postal items containing goods that have not yet been shipped bongdaso the U.S., Hongkong Post will initiate a process bongdaso return the items and provide postage refunds. This service will begin onApril 22.

In addition bongdaso surface mail, Hongkong Post will also suspend the acceptance ofair mail items containing goods destined for the U.S.startingApril 27.
The statement further advised the public in Hong Kong bongdaso prepare forexorbitant and unreasonable feeswhen sending items bongdaso the U.S. due bongdaso these new measures. However, postal items containing only documents (i.e., without goods) will remain unaffected.
